refactor(motor): 电机 OTA 外提 ota.js（P1 重做第 3 步）

createOtaSys 注入 \$ 与轮询/版本依赖；STATUS offlineOverlay 契约保留。
连接/轮询/STATUS 渲染仍留在 main.js，本轮不再动连接状态机。
UI 验收：绿灯 + 节点数据 + 遮罩 display:none + 控制台无报错。
