chore(hygiene): P3 报告归档 docs/reports + scripts 收敛 + lab 清理 + CSS/README 约定

正式 scripts 仅保留 README 自测清单；根目录报告迁入 docs/reports；
lab 采样 dump 出库；CSS 注明 btn/toast 所有权并 bump ?v=。
